“It’s amazing how little time it takes to go back to business as usual — to 
put these things behind you,” Hess said. “Americans are not a terribly 
political people. It’s not what they’re thinking about all the time.”

The newly ascendant House and Senate pushed through election reforms and 
restrictions on a president’s power to wage war, among other things.

For a short period, Hess said, Congress reasserted itself and produced 
legislation intended to “reel in the powers of the presidency.” But those 
efforts eventually stopped.
