Despite flurry of climate-related bills, green groups offer tepid response

Capitol Hill is a flurry of significant climate-related action this
week, with two of Bush's most controversial initiatives -- the energy
bill and Clear Skies legislation -- back in action, Sen. Chuck Hagel
(R-Neb.) introducing three bills to help combat global warming, and
the McCain-Lieberman Climate Stewardship Act reintroduced.  You might
think that all this, along with the official launch of the Kyoto
Protocol, would pose an incredible opportunity for national
environmental groups to create some publicity and momentum.  But
